When commenting on a shared file, the comments are being overlayed by the action buttons on hover, so when hovering to resolve a comment you cant see if its the right comment. this is only an issue on RTL languages where the text start from the right and the overlay is on the right too. The Comment: Covered by the action buttons:

When clicking on a comment, I need to copy/paste certain words from the comment. However, when hovering over the comment to copy words on the right side, the row of 3 icons pops up and covers up the text I need to click on. Clicking in the area results in one of the icons being clicked instead. There is a very thin window of maybe 2 pixels underneath the row of icons where I could click on the text area instead, but that was not ideal. Recommend rearranging icons to not block the comment text.

nudging this thread as this problem is really frustrating but should be an easy fix? The UI is always half covering the selected comment meaning I can never fully read the comment of the timestamp I am on

Have voted there, but it's not so much an idea but rather a fix! It's strange that the initial design would be to cover the information that you're clicking on to see.

I'm experiencing this issue as well. This is not just an issue with RTL languages, nor is it a hover issue for me; these actions remain constantly visible.
