I was charged, but I already tried to cancel my plan.
I tried to cancel my account, but I was only able to get it to basic for $11.99. Then this month I was charged $21.77 and I have no idea why!
My work and budget needs have changed and I really need to get of here. Of course I can't call or email them!!
Can anyone help?

I think it'd be better for you to contact Dropbox Support directly for this, since this is related to sensitive billing info.
You can visit the Support page while you're not signed in to a Dropbox account, including these forums, and you'll see an option for Billing issues. It's best to use an Incognito or Private browsing session to make sure you're not signed in.
Once you do, feel free to send me the ticket number reference, in order for me to locate it on my end.

Basic is free. There is no charge for that.
Have you checked you dont accidentally have 2 accounts? Try using the Credit Card Lookup Tool.
