All my files are available offline on File Provider, but their folders appear to be online-only.

From your description, I understand that you’re seeing this syncing icon next to your folders. However, can you send me a screenshot of what appears on your end, so that we may have a visual? I’d also like a screenshot of what you see when opening one of your folders.
Besides that, if you right-click on them again and choose the option to make them available offline, does the syncing status of the Dropbox app remain up to date, or is it trying to sync anything?
Let me know what you find.
